You can park along Central Ave. near the stairs going down to the Blackfriars Bridge.

At the given coordinates, take a look at the "90 Central Avenue" historic sign. Using clues from the sign, you can easily determine the final coordinates. 

The cache is not at the given coordinates. It can be found at N 42 59.ABC W 081 15.DEF.
