Cross the road and follow the river straight ahead. This footpath will take you into Chinbrook Meadow. There are toilets and a kiosk cafe in here (waypoint marked) and also another cache.
You are looking for a medium tube. As the signal seems challenging here, I will also tell you that it isn't near any water!
