There used to be an impressive memorial to the Red Cross here. Despite being a large and heavy monument of marble and stone, it was moved the corner of 18th and E Streets NW.
My original objective was to point out an interesting memorial. Although it has been moved, this cache is still getting found, so maybe people just come because of the shortage of physical caches round here. Also, since cachers often have a keen interest in guard rails, please note the modern crash-cushioning design of this guard rail. In this area, you need to grab, sign, and return discretely, so the hint is VERY SPECIFIC to help you find it quickly and inconspicuously. Congrats to BWB3 (and taxidriver) for a speedy FTF.
