This is something that has been in Monmouth longer than I have lived in the area, but I never knew it existed until I happened to notice it recently.
Planted in 1998 this tree, with it's decorative 'Candle' railings, was placed to commemorate the 50th anniversary of the publication of the Universal Declaration of Human Rights - this 30-part Declaration arose directly from the experience of the Second World War and represented the first global expression of what many people believe to be the rights to which all human beings are inherently entitled.
Situated in Chippenham Fields this is most definitely muggle-central and the cache is quite small. Parking can be found in numerous places nearby.
