The coordinates posted are for the first stage. All stages are comprised of physical containers with all the information needed to find the next stage inside them. Don't read too much into the information provided at each stage or try to turn them into coordinates/etc. - as the title of the cache suggests, the snippets are simply there to guide you.
Please go during business hours (you'll have to in order to find one of the stages), treat the property and its rules respectfully, and be aware that no stages are hidden outside of the library grounds or in/on the other side of the parking lot - the first stage is the farthest you'll be from the building during your search.
