Today, it is fully managed by NYC Parks Department, although you can't visit it legally unless you have a special permit from the Audubon Society. I suppose you could kayak there, but there are a lot of fast moving big boats that go through, so please note I take no responsibility for your life if you do decide to do this. Check out the reference points to see the portion that is geographically in Elizabeth and Bayonne. You can see it well from the Bayonne Bridge, and the final location of this cache. This island has a very storied past, even if it is only inhabited by birds now.
