The Norfolk Sister City Association was founded in 1976 and is a member of Sister Cities International, based in Washington D.C., a non-profit civic organization which coordinates the activities of Norfolk's sister cities program. Its purpose is to foster international understanding, friendship and cooperation through people-to-people exchanges and long-term partnerships between Norfolk and its sister cities. Sister cities include: Kitakyusha, Japan, Kaliningrad, Russia, Tema, Ghana, Toulon, France, Halifax, Nova Scotia, Canada, Kochi, India, Cagayan de Oro, Philippines, Wilhelmshaven, Germany, Norfolk Co, United Kingdom and Ningbo-Beilun, China.
