The theme of this cache is music or in particular rock and roll and popular music, and we will use the list of "rolling stone top 500 songs of all time". There are few editions, so here's a list which will be the official one for this cache.

You just need the top 50 songs, to make it easier. Printing it before you arrive at the posted coords, will make things smoother than checking the phone constantly.
starting at the corner of Truman St. and Haroe, go south till you turn right onto a trail. You can see on the turn there is a center of a youth movement. Walk along the trail, and watch carefully for the first clue, it will be something connected to the Beatles. Next to it there are two numbers. If you reached Uziel St. without it, turn back. The second clue is the physical structure where the first clue is.
AB = the lower number of the two, next to first clue
CD = the position of the Rolling Stones song that is related to the second clue (well there are only three options in the top 50)
Now you can continue till Uziel St. Cross the road safely and go north. After passing Granados St. we can start looking for the second group of clues, in the names of the one way streets you will encounter. (Note: in case you don't know Hebrew, ask google or a local for the meaning of the words)
Look at the name of the next street you cross. It is connected to a famous band.
EF = position of their best song
Keep going, name of next street contains the nickname of a legendary rock and roll singer.
GH = position of their highest song on the list
Now it is downhill, and you pass Elroi and Ruhama St. Then the next street holds final clue, which is connected to a beatles song.
IJ = position of this beatles song

As with other caches of mine on hills, finding the easy access to GZ may be tricky. There is a main entrance that starts with a dozen stairs. But there are other ways to get there, one arduous from bottom straight up, another from the top over a fence.
The fool on the hill IS the cache itself, which is immovable. Inside the fool, if you do some "rolling stones" you should find nano container with log, and you can exchange stuff that fit in. In case the fool is empty for some unfortunate reason, sending me a message with his "emptiness" will prove solving the mystery, and can result in "found it". BYOP+S (pen+stick)
