The listed coordinates will take you to Newton St., running south/southwest of Torrance's Richardson Middle School in a residential neighborhood which is part of St. Hart's 'Hood. This school was opened in 1956 as Newton K-8 school and then became just Newton middle school until 1986, closing (due to a false reading of the area's demographic growth trends) before the two St. Hart daughters would have gone there. It was re-opened as Richardson middle school in 1993 when the area's youth populations was on the rise, too late for the St. Hart daughters. The daughters attended Riviera elementary less than half a mile uphill SW, Calle Mayor middle school about half a mile NE, and Torrance South High School which is situated just a few hundred yards northeast of Richardson on the other side of PCH and partially visible from the vicinity of Richardson. Riviera's mascot is the Roadrunner, a speedy sprinter who Native American mythology says is a Medicine Man in bird form, powerfully warding off evil spirits. Richardson's mascot is a type of poisonous snake. Calle Mayor Middle School's is a fierce-looking breed of dog. South High's mascot is the legendary fierce, disciplined Come-Home-from-Battle-Victorious-or-Dead warrior of ancient Greece's most military-oriented city state. You probably don't want to get on the wrong side of any of these mascots (or this cache
).
Ample parking is usually available on Newton Street near the listed coordinates, although it might be best to avoid school hours. (If you must be there during school hours or otherwise when children are seen coming and going, please drive very carefully, obey crossing guards, and make yourself as unsuspicious as possible.) At no time will you need to get closer to Richardson than the public sidewalks, and generally you can be across the street. From the listed coordinates, view your surroundings, collect information, and perform some simple calculations to help you find the additional waypoints that lead you toward the cache. You should traverse less than a quarter mile from the listed coordinates to the cache. Stealth is recommended when you think you're in the vicinity of the Final location and during your hunt; the Hint can help your stealthiness. The cache is at least tens of yards from any school property and you will not be in danger of encountering hardly any vehicular traffic..
STAGE 1: You need to find Nancy Lee. Fuchsia Lover's history of this neighborhood (see "Janet Lane," GC6ZD72) informs us that Nancy Lee was the name of the daughter of developer Harry Kissel who built this 187-house tract in 1953. Find the nearest street address on the south side of Newton. Call this ABCD. From the listed coordinates, subtract 2/3 * (AB-1) from the LAT digits to the right of the decimal; and subtract 6/7 * AB from the LON digits to the right of the decimal. Go to this location (WP2) and spy NancyLee. (Alternatively, walk AB+CD or slightly more yards southeast on Newton and you should be able to spy NancyLee.)
STAGE 2: NancyLee provides a 5-digit number: EFGHI. Starting with WP2 or the location of NancyLee with her 5-digit number, add 4*EF to WP2's LAT digits to the right of the decimal, and subtract 3*EF from WP2's LON digits to the right of the decimal (borrowing 1 from Minutes). Those coordinates are WP3. (Alternatively, walk EFG yards NE from where you spied NancyLee with her 5-digit number.)
STAGE 3: In the general vicinity of WP3, you are within eyesight of the cache's host and within 20 or 30 feet of the cache, but you will also see a large, high sign that bears a relationship to the cache's name. The Hint will help narrow your search space. If you want precise Final coordinates and an Extra Hint or two, enter the first 3 words from that large, high sign (removing blanks between words) into Certitude below. NOTE that as of late Summer 2018, construction is preventing viewing from this location of the 3 words for Certitude; walk approx. 80-100 yards NW along the street running NW-SE to see around the construction to sight those 3 words.

You can validate your puzzle solution with certitude.
You may or may not stumble across a quite visible DECOY container (clearly stating it's a decoy when you open it). This decoy was placed when this cache was being developed to help confirm you had reached GZ's general vicinity before Certitude was added. Certitude largely obviated the decoy's purpose, but the decoy could still be helpful in narrowing your search if you don't have access to Certitude in the field. Also, the decoy is situated at one of the better spots to commence mild bush-whacking (which may or may not be necessary). The actual cache is within 40 feet of the decoy. The decoy will be left in place until it's not.
Despite the camo'd cache container being visible if you're looking from the right angle (which the Hints will help you attain), the cache is not easy to spot and thus may be tougher (or easier) than I think it is. So, the D3.5 difficulty rating will be adjusted based on early cacher feedback. Bring your own writing tool. Posted logs will be deleted if the logsheet is not signed by the cacher (although a photo of the container sent to St. Hart would suffice if pen/pencil is forgotten).
Bonus Points for finding the cache without using Certitude. Double Extra Credit for finding the cache without locating and using any numbers or doing any calculations or using Certitude — just by your powers of observation and reasoning based on the name of the cache (and maybe the Hint to put you on the correct side to see the cache).
