Coastal Zone??? Traditional Cache

The Coastal Zone ("CZ") in California is an odd boundary.  This cache is in a 50 foot wide swath of "coastal zone" that runs through the middle of Pacific Grove but is no where near the water.  Other places on the peninsula that are in the CZ are up to 5 miles from the water yet others places that are NOT in the CZ are less than 100 feet away.  Go figure.  Crazy politics in 1972 for sure.
