This is a land access or water access geocache. It is in the Warsaw Caves Conservation Area. If you come by land, between the months of May and October, you will have to pay the current entrance fee of $15.00 (per vehicle), and you have the benefit of driving right up to the cache. Optionally, you could put in a canoe/kayak for free, in the town of Warsaw, downriver about 3 km, at N 44 25.930 W 78 08.233, and enjoy a leisurely paddle up the river grabbing all the caches along the way. That's what I do. There's hardly any current, and often there's very little wind. When we reach our favourite little rock, we stop for a picnic, explore the caves for free, then paddle back to the town of Warsaw. It makes a wonderful day paddle. It can be done in a few hours, but there are a lot of geocaches to find and logbooks to sign, so you are looking at 4 hours at the very least. You could easily spend a day or two if you want to explore the caves and do all the Earthcaches and the projection while you are on the river and in the Conservation Area.
Here's another thought.... If you want to paddle your canoe/kayak only one direction and it's off-season (Thanksgiving through to mid-May), then you could park vehicles in the parking lot outside the park gate, portage your canoe 600 metres to the Conservation Area's boat launch, and take out your boats in the town of Warsaw which is south 3 kms.
