Pacific County is surrounded by water -- the sea, the multitude of rivers, wetlands, estuaries and bays -- all ideal spots for people to hide out, contraband to be transported, or bodies to mysteriously disappear. The Willapa Wildlife Refuge which spreads out across much of the eastern side of the Long Beach Peninsula has a long history, well before it was established as the first National Wildlife Refuge in the US, by President Franklin D. Roosevelt in 1937. In fact, the resident herds of Roosevelt Elk bear homage to his establishment of this refuge to protect this vast and rich resource.
