At GZ is a light pole; the cache is on the pole, but unless you have Inspector Gadget's arms or legs, you'll need a special tool to reach it. You will need Extended Cacher Apparatus, or ECA to obtain the logbook. The attributes indicate "tools are required", but you can decide for yourself which one is the best tool for the job.
