Originally the grounds of Grant Lodge, Cooper Park was gifted to the town of Elgin by Colonel George Cooper for use as a public park.  It was formally opened in 1903 and since then has proved a great asset to the local residents.  It is well maintained park and a good place to go with children.  Nearby are public toilets, the town library & tourist information centre and a cafe during the day. Town centre is only a 5 minute walk away.
