Back in the day, this site included Community Lake, a popular gathering spot for kids in the summertime. At one time, the spring fed lake featured a beach and swimming area. Now it has become a wetland area. This park is excellent for summer cookouts and family gatherings. If you have a fishing pole in the trunk, get it out after finishing the cache and throw a line in the Lookingglass River.
Once again, YOU MUST HAVE A SMARTPHONE TO COMPLETE THIS CACHE.
The posted coordinates will take you to a sign for the Portland Riverwalk. From there, use the following data to figure out Step Two.

A= The number of the rule that prohibits horses on the trail.
B= The total number of rules on the sign - the rule number that prohibits speed cycling on the trail.
C= Number of letters in the longest word on the sign - number of letters in the smallest word on the sign.
D= The number of the rule that has a directional word in it.
When you get to step 2, you will need a smartphone. If you don't have the app necessary for this step, it is available for free on the Apple app store and the Google store. (I can't tell you what app it is because then you'll know what to look for! That's what the hint is for if you choose to use it.)
