For this cache you need some walk.
Park your car at the given park-coords (or the beach there).
Then you need a small walk. First to the Petru Beach, known as the "Black beach". The way to there starts at the most eastern point of the beach area. You don't have to enter the privat at the very end. Go uphill just before the entry of those privats. (You'll see acanon right in the wall - that's the place, Go left(!) from it.)
Follow the path through the forest to the "Black beach" (nice place to rest and chill and snorkel!)
From the beach enter the small "street", follow it until you met the GPS-coordinates.
There you see a sign.

Hint:
The Cave and snorkeling into the Cave:
From here to the Blue Cave it is only a very small walk. There are some rest places in the cliffs.
It is possible to climb into and out of (!) the water from here because there is a natural step right side from the cave.
This step can be done by "normal" trained people.
