Challenging micro in an unexpected parking area on the side of the road.

Parking?

Surprise, surprise, there is a parking area here on the side of the highway.  What purpose does it really serve, and why is it here?  None of us really knows the answer to that, but it seems to be a fairly popular parking spot.  What a perfect place for a cache!  We hope you will enjoy hunting this one.
