After placing some caches at Bailey Mill, 4 miles down a dirt road in rural Camden County, I realized there was not much in the way of caches between the City of Woodbine and Bailey Mill. So I have placed a few along the roads to keep you looking on the way. These are generally within the rights-of-way, and should all be stop and grabs.
This one is named for the old CSX right-of-way, which once crossed Refuge road here. 100 years ago, the predecessors to CSX provided one of the main shipping routes from New York to Miami. Your find will be within the boundaries of the old right-of-way, and also within the boundary of the highway right-of-way.
