Dead End Traditional Cache

The title says it all.

I've noted this spot for a long time and wondered about it.  It seems that it has always been a dead end.  You can walk to it.  You can drive past it.  You can drive up to it.  But, no matter what, there's always that dead end. Courtesy to the nearby residences for hours of searching would be appreciated.
