The Fort is generally open Monday through Saturday most of the day. If it is closed and you can't get in anywhere, then just come back to find it another day. Not everyone in here might be Geocaching friendly (though the cache was planted with full permission), so use caution with muggles.
The Taft Shooter's Challenge is a combined shooting and Geocaching race where the fastest time wins. Started in 2012, this event was a rousing success and continues to grow year after year. This cache was part of the Rookie Class for the 2017 event.
