Signal is in the Outback, literally, he's out back of Outback and has a souvenir just for you.

Meet at the posted coords between 3pm and 3:30pm and earn your Signal Souvenir. Perks for anyone dressed as a kangaroo or Tasmanian devil. Oh, and watch your back, there are dangerous animals in the Outback.
