Construído pela Câmara Municipal. Enquadrado no Barroco tardio.

O medalhão central tem um busto em baixo-relevo que se presume representar o príncipe regente D.João, mais tarde rei João VI.

Tem os brasões dos Duques de Bragança e da Vila de Alter do Chão.

A inscrição refere: SENDO P.DA CAMARA FRANco ANTo DE MORAIS SEIXAS LEMOS SE ABRIRAM ESTAS AGOAS SE FES ESTA OBRA em 1799.

Tinha umas esculturas de figuras humanas em terracota, o que lhe deu o nome.
