During the First Colonial Settlement on Norfolk Island (1788 - 1814) there was established a small farming settlement at Cascade. In 1791 the settlement was renamed Phillipsburg, after Governor Arthur Phillip. It grew to be a relatively large settlement, growing a variety of produce and pig meat, and was the centre of the small flax dressing industry that was being developed.
All the buildings were destroyed by fire when the First Colonial Settlement was abandoned in 1814.
The actual location of the Phillipsburg settlement is unknown but based on historical paintings it is believed to have been close to this cache location.
