When putting in a railway, you must keep it as flat as possible, cut out in hills can be used to fill in low points up the line.  Well they would have needed to cut alot to fill the Deepdale gorge.  This little hill would not do the trick, They certainly had it easy compared to the guys laying track in the Rockies.
