This geocache is at Saltar's Point Park in Steilacoom, Washington, near a picnic shelter constructed by the Works Progress Administration, or WPA, in 1939. The WPA employed millions of people to help carry out public works projects all over the United States, providing jobs and income to many people during the Great Depression. "Almost every community in the United States had a new park, bridge or school constructed by the agency," according to Wikipedia, and the picnic shelter at Saltar's Point Park was one of many projects done by the WPA.
