The difficulty rating is based on the terrain. Hopefully, the puzzle will take you a lot less time to solve it than it did for me to make it.

This would be a good cache to bring a friend. You might need someone to hold your feet. I suppose you could find this one in the snow, depending on the depth but the terrain rating would be higher than listed as.
