This is a lovely spot in a lovely little town, but many people don't venture to this spot; it's just a touch out-of-the-way. The view is peaceful, and you can sit here to read, or go inside if you please. Cache is a little trickier to find in spring and summer; will be easier in the fall and winter. Probably winter-accessible if there's not too much snow, but watch out for leaving too many snow tracks!
