Although the still-standing, nearby, Kirby’s Mill (GCY12E) began operations in 1778, the year France and America concluded an alliance by signing two treaties (a treaty of amity and commerce and a military alliance) Powell’s Mill remains elusive. / The nations exchanged ambassadors in 1778, and France and England were soon at war. Parliament soon passed bills calling for reconciliation with America and sent a peace commission to Philadelphia to try to achieve a settlement. Congress responded that the only basis for reconciliation would be a full withdrawal of all British troops from American soil and recognition of American independence. / John Wesley Powell (March 24, 1834 – September 23, 1902) was a U.S. soldier, geologist, explorer of the American West, professor at Illinois Wesleyan University, and director of major scientific and cultural institutions. He is famous for the 1869 Powell Geographic Expedition, a three-month river trip down the Green and Colorado rivers, including the first official U.S. government-sponsored passage through the Grand Canyon (with one arm). / He did not establish a mill here, nor did Colin Powell, Boog Powell, William Powell, Dick Powell, Clifton Powell, Jane Powell, Art Powell, Bud Powell, or C.F. Powell (who was probably too busy developing the photographic method of studying nuclear processes).
