Do not go to the posted coordinates.
The cache is not in the JoCo building. It is hidden somewhere else (not on a bridge). To find this cache you will need to get the numbers to fill in the coordinates as described below. These numbers are to be found in other caches. There are now 10 of these caches, all of them on pedestrian bridges in Johnson County (KS). Three of them will have the numbers needed to find Final #1 (GC7XXD7). Another three will have the clues for Final #2. Four of them will have no clue. No telling which caches have the clues or for which final. These are the caches you will need to find to get the numbers to complete the coordinates for the two final caches:

Each of the correct seven caches has a letter and corresponding number on a laminated card in the lid of the container. The coordinates for Final #1 cache are:

The coordinates for Final #2 cache are:

N 38° 49.NP1
W 094° 43.8U0

Plug in the numbers from the cards in each of the correct three caches and you will have the coordinates for this one. Go get it!
