One is to complete the puzzle, calculate bearing and walk. The photo will confirm that you solved it correctly. Or, if you don't want to do the puzzle, walk or bike around the walking path until you come to the spot where this photo was taken. There is a cache hidden there.

PUZZLE - Stand at the end of the restroom building on the walking trail by the yellow vehicle barrier. Take a bearing of AB degrees:
On the building is a plaque with a phone number. That number will tell you ???-???-AB??
Project a distance of WXYZ feet where:
W = number of ventilation stacks on the restroom roof
X = number of stalls available for men (both able and handicapped)
Y = number of regular doors to enter the restroom building (don't count the access to below ground)
Z = number of windows on the restroom building
Now, using the coords of the yellow barrier and your GPSr, adjust the bearing & distance and walk to your new coords. The photo will confirm you are in the right place to search. Also check gallery for more recent photo.

The park is open 8am to sunset. Fees for Delaware Parks are in effect March 1 through November 30. The daily fee is $4 in state and $8 out-of-state license plates or annual passes are available. Payment kiosks at the entrance take cards.
