The cache is not at the posted coordinates. Solve the puzzle below to find the final location.

Penguin Paul is a simple sort who likes simple numerical encodings. He decided he could do better than his previous encoding, and invented a new way of encoding these tricky coordinates. He noticed that the first number has a range from -90 to +90, so why not just represent it as a ± fraction of the total range? Likewise that second number, though its range is larger. After doing all this tricky math, he came up with two values. Then, you know, not to be too stereotypical, but he was thinking polar, like r ∠ θ, which was nice because it is good way to combine the two numbers. But then he was pretty exhausted and decided to retire.
