PURGEing your Smiley Traditional Cache

In honor of October I decided to place a fairly evil cache while shopping for Candy for Halloween. 

Geocache anouncement:

This is not a test. This is your Geocaching notification system, anouncing the placement of a new Long Beach cache, sanctioned by ScavDev. Tools meeting the Geocaching guidelines and lower have been authorized for use during the hunt. All other tools are restricted. Geocaching officials of ranking all levels have been granted immunity from the cache, and shall not be troubled. Commencing at the publication, any and all seekers, including people out of town, will be seeking the cache for many continuous months.
