L'idea di un parco pubblico, prevista dagli assetti urbanistici napoleonici, si realizza dopo il 1821 quando si lottizza la zona fra C.so Vittorio e Via Mazzini, non ancora regolarizzata dallo smantellamento delle mura. Fino al 1870 c'è una rotonda per il caffè abbattuta quando si ridisegna il giardino. Con l'aiuola Balbo e P.zza Maria Teresa il complesso verde costituiva parte dello storico giardino dei Ripari, che collegava il Borgo Nuobo alla città vecchia sul fronte bastionato.

Napoleon's plans for the city of Turin included public parks, which were created after 1821 on land between C.so Vittorio and Via Mazzini, previously occupied by the city walls until 1870 there was a gazebo for refreshments, which was demolished when the park was re-designed. With the Balbo gardens and P.zza Maria Teresa, this parks formed part of the Ripari gardens which connected the new Borgo Nuovo with the old city along the bastions.

L'idée d'un parc public, prévue par les aménagements urbains de Napoléon, est réalisée après 1821, quand on lotit la zone entre le Corso Vittorio et la Via Mazzini, qui n'était pas encore régularisée par les dêmantèlements des remparts. Jusqu'en 1870 on y trouve une rotonde à café, abattue quand on redessina le jardin. Avec le parterre Balbo et la place Maria Teresa, cet ensemble vert faisait partie de l'ancien jardin des Ripari, reliant le Borgo Nuovo à la vieille ville du côté fortifié.
