The Public Works Central Laboratory (PWCL) is located in a purpose-built building here in Kowloon Bay. It provides an extensive range of materials testing services for the construction industry in Hong Kong, including the testing of aggregates, bituminous materials, cement, concrete s, steel reinforcing bars, timber, rubber, soil and rock. The testing and calibration services of the PWCL are provided mainly to Government projects to ensure quality control for construction projects.
