Howard and Bernadette are the first couple to marry in the TV show the Big Bang Theory. Sometimes it's painful to watch them interact with each other, but other times show they really do love each other. I really liked the part where Bernadette used the playhouse to get a little bit of alone time, but I won't spoil it for you.
To find this cache, you need to translate these numbers into usable coordinates.
The zeroes are just zeroes and are given to you.
You might need to look up a bit about the show, watch a little wee bit on youtube, unless you know it really really well.

Bring a pen! Muggly location, so pretend you're surveying what's on the other side of the hill. It's a mist but find its guardian and you'll have the cache in hand.
