This little garden is another "power place" of the city, where humans, elves, fairies, rock musicians, artists and other inhabitants of underground Petersburg used to gather (especially when their money was running out). And now there is a waypoint where one may find direction to other magic places (well, some of them are currently visible only by elvish eye).
