Well ok, not Waldo, since this puzzle applies to a real historic person.

So XOXOXOXO to those who look (just ignore all the kisses).
Take the last two digits of the person’s year of birth, multiply by ten
and then add 38 to that number. Take this final number and subtract
it from the last three digits of the posted north / south coordinates to
get the final three digits of the north / south coordinates.
Take the last two digits of the person’s year of death, multiply by five
and add 5 to that number. Subtract this number from the posted
W / E coordinates to get the last 4 digits (x.xxx) of the final W / E
coordinates.
If solved, give yourself one big final HUG.
