The cache is NOT at the posted coordinates, but it is within two miles.
There are two ways to find the cache. The more difficult way would be to decipher the coordinates on this page, but that would be a 5 difficulty. The easier way would be to find where the two pictures below were taken. The photos were taken less than a foot from the cache. No zoom settings were used when the photos were taken. This cache was inspired by a series of caches in Erie, PA called "What a View." Good luck!
