Fish Pedicure? Mystery Cache

A Fish Pedicure? I had never heard of such a thing, but apparently such a thing does exist. Unbelievably, people actually pay money to have fish gnaw at their feet. Here is how it works. Spas keep tanks of semi-starving Red Garra; a fish which feeds on the outermost layer of the epidermis. So, when patrons dip their feet into a tank, the fish go at 'em like fleas on a hound dog. Granted, these little guys are just munching on dead skin cells. But I just have to think that at best, it has to tickle like the dickens, and at worst . . .ewwwwwww. It just seems to be the slowest possible way to be eaten alive. (Google at your own risk 😱 to see what happens when those little nibbles turn into bites.) What’s all this have to do with this cache? Probably nada, I just found it disturbing, and I’m using this forum to air my dismay. I’ll tell you something though, I’ll never listen to Red Dwarf’s theme song in quite the same way ever again. ***************************************************************************

Cache is not placed at posted location- I have a love/hate relationship with ciphers. I hate that I love them and I especially hate it when I can’t wring one out. Not long ago, I was attempting to crack a code on a mystery cache, and I had a notion. (Yes, it sometimes happens.) Unfortunately, the idea didn’t pan out, but I did come up with this encryption. I haven’t seen one exactly like it, but I seldom have an original idea. So undoubtedly it has been done before. This being said, I have to admit I recently did come across a relatively nearby mystery cache whose cipher was just a tad bit similar-- But I digress. What you will need to find the cache can be determined by the following series of numbers:
