So can you translate any latitude encryption? Some people just seem to be experts at figuring out coordinates from random strings. Lots of different geocaching puzzles have used a form of encryption to make the coordinates obscured from plain view. There are a lot of different ways to hide coordinates in plain view. It is the job of the puzzle solver to determine what encryption was used and then to determine the coordinates, before going to find the geocache (unless you are good at sniffing out the location).
