In order to solve this puzzle, you will need to need to do some math. Figure out how many cabins there at for rent at Kettletown (A). Solve for (A-1) * 40 and SUBTRACT that number to the West coordinate for the cache.
Then you will need solve the bird house puzzle to sign the log. ORIGINALLY, YOU HAD TO FIGURE OUT THE LOCK/KEYS, BUT THIS HAS RUSTED SO NOW A LOT EASIER. No need to pry open, just use your head.

UPDATED 2/2/20 - made this much easier.....just find and sign the logbook in the waterproof container. Too much moisture getting in.
