Approvata dall'Assemblea Costituente il 22 dicembre 1947 e promulgata dal capo provvisorio dello Stato Enrico De Nicola il 27 dicembre seguente, fu pubblicata sulla Gazzetta Ufficiale n. 298, edizione straordinaria, dello stesso giorno, ed entrò in vigore il 1º gennaio 1948.
Un grande orologio contatempo nella piazza conta anni, mesi, giorni, ore, minuti; le palette dei secondi scorrono in fretta producendo un leggero fruscio meccanico che aumenta la sensazione di coinvolgimento e di appartenenza a quel tempo. Sotto l’orologio un piccolo cartello recita: Alle ore 17 del 27 dicembre 1947 il Capo Provvisorio dello Stato Enrico De Nicola firma l’atto di promulgazione della Costituzione Italiana.
L’opera di Alessandra Andrini valorizza l’idea della Resistenza stimolando la consapevolezza che la democrazia sia un processo culturale in corso e non solo un valore storico acquisito. Si collega idealmente ad un fatto storico, la firma dell’atto di promulgazione della Costituzione Italiana contando il tempo trascorso da quel momento per aprirsi al confronto diretto con il presente di ognuno di noi: “un tempo che non commemora ma che porta il suo senso vitale nel futuro”.

Approved by the Constituent Assembly on 22 December 1947 and promulgated by the provisional head of the State Enrico De Nicola the following 27 December, it was published in the Gazzetta Ufficiale n. 298, extraordinary edition, of the same day, and entered into force on 1 January 1948.
A big time clock in the square counts years, months, days, hours, minutes; the palettes of the seconds rush by producing a slight mechanical rustling that increases the feeling of involvement and belonging at that time. Under the clock a small sign reads: At 17.00 on 27 December 1947 the Provisional Head of the State Enrico De Nicola signs the act of promulgation of the Italian Constitution.
Alessandra Andrini's work enhances the idea of the Resistance by stimulating the awareness that democracy is a cultural process in progress and not just an acquired historical value. It is ideally connected to a historical fact, the signing of the promulgation of the Italian Constitution by counting the time elapsed from that moment to open up to a direct confrontation with the present of each of us: “a time that does not commemorate but that brings its meaning vital in the future ”.
