Society for the Promotion of Elfish Welfare (S.P.E.W.) is an organisation started by Hermione Granger back in 1994, after she saw how house-elves were treated at the Quidditch World Cup.
House-elves are magical beings, very loyal to their masters. Usually they are employed by old wizarding families. The house-elves are bound to their employers and are only set free if presented with a piece of clothes by their master. Ususally they cover themselves in ragged pillow covers.
House-elves can perform wandless magic - they are around 3 feet tall, have large eyes of varied color, are bald and have large bat-like ears.
As Hermione realized the way house-elves are treated - even at Hogwarts - she got quite upset and made S.P.E.W. in order to champion their rights and question their standing in wizarding law and Elf Legislation. She originally wanted to call the organisation "Stop the Outrageous Abuse of Our Fellow Magical Creatures and Campaign for a Change in Their Legal Status". She decided on S.P.E.W. as it would fit badges she could distribute among the students at Hogwarts.
The first time we meet a house-elf, Dobby is "visiting" Harry at the Dursley house where he tries to prevent Harry's return to Hogwarts. It is at the beginning of Chamber of Secrets. Dobby is quite interfering in Harry's life throughout the book. At the end we find out that Dobby is the Malfoy house-elf, and Harry tricks Mr. Malfoy into freeing Dobby by putting an old sock in a book that Mr. Malfoy gives Dobby - and from now on Dobby is free!
