I found a perfect spot for this cache and it's easily visible to the trained eye. All shoudl be good, right? Sure it is unless you have my jockey stature. A TOTT will probably not be needed for many cachers hunting this cache, but this cacher needs one and that's why it's getting this difficult rating. Cycling is fun - get out there and have some!
