On 17 September 2001, Typhoon NARI caused severe damage. Due to hung peak inflow in the upstream watershed area of Dahushanzhuang st.,the downstream rain water sewers could not drain in time, which lead to flooding, threatened the residents 'lives and caused property loss.In order to improve the flood problem and prevent massive mud flowing into rain watersewer system,Taipei City Government constructed the ecological and flood control of Dagoi Stream at the end of Dahushanzhuang st. which can detain flood and intercept sediment, also preserve natural ecology of Dago Stream and water activities.
The land acquisition of the park was executed with the support of the landlords and residents.Undertaken by Hydraulic Engineering Office of Public Works Department of Taipei City Government, project costed 140 million dollars, with a regulating capacity of 131,500 cubic meters. In regular time, the area is a ecological park, which can reduce peak flow as much as during Typhoon NARI 44.6%, and the pool began operations in May 2008.This is one of the favorite places for Taipei residents.
