#17 The Dogliest Detective and the Fishing Woman

Toby was almost to his office building one Friday morning when a police car suddenly pulled beside him and the officer said "Toby, get in the back and don't let anybody see you."

Once Toby was inside, the police officer said "I am sorry to bother you, but we really need your help in the prosecution of those crooks who kidnapped the bank manager.  The prosecutors can't get a long sentence without finding the weapons they used, and all we have is a bizarre hint of where they have been discarded."

The officer drove Toby to a diner where several prosecutors and detectives were having breakfast.  They all clapped when Toby arrived and took turns briefing  him on their dilemma.

"We got one of the crooks to talk, and he said they hid the guns for several months, and eventually decided to throw them into a body of water.  Our witness doesn't know exactly where they were, except that it was late at night at a lonely remote place.  Then his story got bizarre."

"He claims that right after they threw a bag full of weapons into the water, they turned to leave and ran into a 'short ghost woman who had been fishing'.  One guy tried to slug the ghost and not only did she not move, but he hurt his hand badly.  They ran away and the ghost woman did not follow them.  We had a sketch artist capture what the witness said she looked like."

Toby looked very perplexed.  "This is going to take me a lot of time to figure out.  I will need at least three orders of bacon and sausage for breakfast, plus a lunch to go, just so I can work on it today.  Let me see how many appointments I can reschedule for the week."  Toby pulled out his phone, but instead of checking his calendar, he composed an email:
