#18 The Dogliest Detective and the Watching Eyes

Toby was in a great mood as he looked forward to his upcoming ride on an Alaska Ferry.  He needed a few files for the trip, so he snuck back into the ACDA office on a Friday afternoon. Finding the office mostly deserted, he had the perfect opportunity to do a little mischief while nobody knew he was around.  

 Toby quickly reprogrammed Captain McGruff's ringtone to Baby Shark, and then changed the password.  Before he could do more, his own office phone rang, shortly followed by his mobile phone too. Both calls were from Police Detectives and curiosity made him answer.

 "Toby, we really need your help. Testimony in court today in the bank kidnapping case gave us a small opening to nail the big Boss behind it all.  But the clue is just based on a glance and a feeling."

 "We had found a strange pic on a thug's cell phone that looks like a magazine photo of a woman's eyes.  It was time stamped to be taken at the very time he admitted he was meeting with the Boss on some unknown street in town.  We know from other testimony that it was at this meeting that Boss tossed a key bit of evidence into the mud." 

 "On the witness stand today, we asked the thug about his photo and he said, belligerently, 'she was watching the meeting'.  All the other thugs in the courtroom laughed at the comment, as if there was some secret or inside truth behind the comment."

 "We are sending you the photo.  It might be a million to one chance that it could lead us to find the evidence, but it would nail Mr. Boss.  Any chance at all you can help us?"

Toby looked at the photo and digitally magnified it.  "That is not much to go on.  Doesn't even look like a magazine photo to me.  I would like to nail the Boss, but I don't recognize those gazing eyes.  Give me a few days to see what I can find."

Toby was worried this may be his first failure as a detective, so he typed out an email to his GPS Irregular friends asking for their help.  Then he skedaddled out of the office before anyone saw him.

To help Toby and get the coordinates for the cache, you will need to report to Certitude the GPS coordinates, within 30 feet of accuracy, the location of the picture being sought in the story.
