“Dead men tell no tales” was a common pirate phrase, meaning once someone was dead they could no longer communicate, hence killing someone was the best way to keep him/her quiet. A standard pirate excuse for leaving no survivors.
Also, the rogue pirates were the ones that gave no quarter, savvy? That means they took no prisoners. ... A victor gave no quarter when the victor showed no mercy and refused to spare the life in return for the surrender at discretion (unconditional surrender) of a vanquished opponent.
