A Cache for Leap Day 2020!!

Signal decided to go out caching on leap day but left the steps for this puzzle at home. He called you, his phone a friend, for the needed clues to get to the final cache.
- Tell him to hop forward 5 hops
- Tell him to hop forward another 2 hops
- But now has to go back 2 hops
- Go forward 5 hops
- Poor guy now has to go backwards 8 hops
- Quick back 1 hop
- Hop forward 3 times
Poor guy must be getting tired now, but he still has more to journey
- Tell him to journey back 2 strong hops
- Another quick back 1 hop
- Have him drink some water as he gets to rest for a second
- But not too long as he has to travel forward 4 hops
- Tell him forward 3 hops
- Tell him to go back 5 hops
- Almost through forward 3 hops
- And now travel back one last time 4 hops
Signal should now have collected all the clues he needs for the final cache location and so may you too!
