Gruberjev prekop je bil zgrajen leta 1780 z namenom razbremenitve mestne Ljubljanice in regulacije poplav na Ljubljanskem barju. Za uravnavanje gladine vode na Ljubljanskem barju je bila leta 1912 zgrajena zapornica na Gruberjevem prekopu in z enakim namenom leta 1939 tudi zapornica na Ljubljanici na Ambroževem trgu. Njun osnovni namen je zagotavljanje stalne gladine Ljubljanice na območju mesta in s tem posledično uravnavanje gladine podtalnice na Ljubljanskem barju, kar vpliva na ohranitev vodnih ekosistemov, stabilnost obrežnih zidov in obrežij vzdolž Ljubljanice ter uravnavanje obsega poplav na Ljubljanskem barju.
